Global security provider Securitas participated in a public procurement for a framework agreement for security and surveillance services with Region Halland (County Administrative Board in southwest Sweden). In its award decision in May 2015, Region Halland awarded the contract to Nokas Security AB (“Nokas”). Securitas requested a court review of the award decision, claiming that Nokas’ tender did not meet certain mandatory requirements.

The Administrative Court of Gothenburg ruled in favour of Securitas on 5 October 2015. Nokas appealed to the Administrative Court of Appeal, but the Court decided not to grant leave to appeal on 28 October 2015. Following a new evaluation of the tenders in accordance with the judgment of Administrative Court, Securitas has now signed the framework agreement with Region Halland with contract term for four years.
