PARTNER MOVES - CMS makes senior Asia Pacific hire to bolster infrastructure, energy and real estate offering across the region

10 Jul 2025

CMS is delighted to welcome Ilan Freiman as a Partner in the Energy, Projects and Construction (EPC) practice. Ilan will be based in Sydney and will also maintain a substantial presence in Hong Kong. This appointment marks a significant step in the ongoing growth of the firm’s energy & infrastructure offering across the Asia Pacific region.

Ilan brings 25 years of experience as a transactional infrastructure and project delivery lawyer, advising across the full spectrum of energy, infrastructure, and real estate development projects. Based at various times in Singapore, Hong Kong, and Sydney, he has worked extensively across the Asia Pacific, with particular focus on large-scale urban developments, economic and social infrastructure, and the energy transition.

He joins CMS from Bryan Cave Leighton Paisner (BCLP), where he was Co-head of the Asia Real Estate and Infrastructure Practice and served on the firm’s Global Board for the past five years. Prior to BCLP, Ilan held senior legal roles with one of the world’s leading developers of integrated resorts, gaining deep experience in high-value, complex developments.

Ilan’s practice covers the full project lifecycle—from project formation and structuring to procurement, development, regulatory and governance matters. He is highly experienced in drafting and negotiating project and commercial documentation for all forms of development, construction, and engineering procurement. He also regularly advises on joint ventures and the development aspects of M&A, particularly in the digital infrastructure, environmental infrastructure and energy transition sectors. Ilan is widely recognised for his thought leadership on infrastructure delivery and the energy transition in Asia.

Commenting on Ilan’s appointment, Adrian Bell, CMS Partner and Joint Managing Director for Asia and the Middle East, said: “We are thrilled to have Ilan join our team and that he will continue to work across Asia Pacific from our growing base in Sydney. His deep sector knowledge and extensive experience will be a tremendous asset as we continue to build our infrastructure and energy offering in the region. Ilan’s arrival demonstrates our commitment to investing in leading talent and supporting our clients’ ambitions in sustainable infrastructure and energy transition.”

Caryn Miller, CMS Partner and Joint Managing Director for Asia and the Middle East at CMS, added: “With Ilan’s proven expertise in navigating complex infrastructure and energy projects throughout the Asia Pacific region, we are well-positioned to meet the evolving needs of our clients. His appointment aligns perfectly with our goal to deepen regional insights and provide tailored solutions that support sustainable growth across APAC.”

Ilan Freiman said of his move: “Joining CMS is an exciting next step. The firm’s international platform and focus on infrastructure, energy, and sustainability closely align with my own practice. I’m looking forward to working with colleagues across the region to support clients on their most important and ambitious projects.”

The CMS Asia Pacific EPC team is part of a global network supporting clients across project finance, development, and regulatory matters. Ilan’s appointment reinforces the firm’s commitment to the growth of sustainable infrastructure and the transition to a low carbon economy in the region.
