Allen & Overy advise on the reconstruction and refurbishment of parts of the University of Toulouse II-Le Mirail campus

As part of the Campus stimulus plan, the French Government, local authorities and Vinci Construction France have signed a public-private partnership (PPP) for the third phase of reconstruction and rehabilitation of part of the university of Mirail by the end of 2016 for an amount of € 202 million. Over a period of 27 years, the partnership agreement shall include the financing, design, construction but also maintenance and building maintenance.

This third phase of renovation complements successive operations of project contracts state region (CPER) already conducted since 1994 for an amount of € 150 million. Eventually the University will increase by 20,000 m2 ato a total of 130,000 m2 versus its current 109,000m2. The prime contractor for the project will be provided by architects and Valode Pistre associated Cardete & Huet.

Allen & Overy represented lenders, Sumitomo Mitsui Banking Corporation Europe Limited (SMBC) and The Bank of Tokyo-Mitsubishi, on all aspects of the project. The team was led by Rod Cork (partner), Geoffrey Levesque (counsel) and Romaric Lazerges (partner), assisted by Anne-Laure Clément-Grandcourt and Florent Belin on the financing aspects, and Arthur Sauzay on public issues. Hervé Ekué and Eric Commoner spoke on capital markets issues.

Caisse des Depots et Consignations, acting through the Directorate of savings funds, which also provided some funding, was advised by De Pardieu Brocas Maffei (Cazali Renaud and Jean-Antoine Payen). The consortium led by Vinci was advised by Dentons (Fornacciari Marc, Jean-Marc Allix, and Dorothea Maria Nenova Griveaux).
