Ashurst advises on Bangladesh road PPP

Ashurst is advising Asian Development Bank, Bangladesh's Roads and Highways Department ('RHD') and the Public Private Partnerships Authority of Bangladesh ('PPPA') on a project involving the improvement of the Hatirjheel-Rampura-Bonoshree Ideal School and College-Sheikherjaiga-Amulia-Demra Highway into 4-lanes (including a link to Chittagong road intersection and access to Tarabo) through public private partnership.

The project is a key element of RHD’s strategy for reducing congestion in Dhaka and providing connectivity between the city centre and major inter-city highways to the eastern regions of Bangladesh, including to Chittagong and Sylhet which serve as major trade gateways for the country. The 13.5 km access-controlled expressway that will comprise the project will connect National Highway N1 and N2 to the city centre.

The Request for Qualification document was released by RHD on 19 February 2018 and can be obtained from the PPPA website (www.pppo.gov.bd).

The Ashurst team is being led by partner Matthew Bubb, assisted by counsel Anna Hermelin and associate Alexis Rosenberg. Advice in relation to Bangladesh law is being provided by Syed Ishtiaq Ahmed & Associates, led by senior partner Nihad Kabir, assisted by associate Insiyah Ziauddin.
