The City of Frankfurt am Main has re-awarded its outdoor advertising rights. The award centres on a concession contract in accordance with the Concession Award Ordinance (Konzessionsvergabeordnung - KonzVGV), which was only passed as new legislation in 2016.
A CMS team headed by Dr Jakob Steiff and Dr Katja Küpper advised the City of Frankfurt on awarding the advertising rights for the next eight years, addressing all the procurement law and contract law issues. The concession contract grants the concession holder the exclusive right to use all types of advertising media in Frankfurt am Main, which is regarded as an attractive advertising location. The contract went to DSM Deutsche Städte Medien GmbH, the existing manager of the advertising space, which is part of the Ströer Group. This is the first time an award procedure has been conducted, with the corresponding competitive pressure leading to a doubling of advertising revenue for the City of Frankfurt.
The team headed by Frankfurt-based CMS partner Dr Jakob Steiff has been advising the City of Frankfurt on complex, large-scale projects for around ten years. Recent instructions have included the project for reconstruction of Frankfurt Old Town (Dom/Römer area), transfer of the racecourse site to the German Football Association (DFB) for construction of the DFB Academy, and negotiations on the building and operation of a multi-function arena for the Frankfurt-based ice hockey and basketball Bundesliga Clubs.
