10 Nov 2014

DWF has advised Transport Scotland on the procurement and award of the new ScotRail Franchise. The new franchise, which was awarded by the Scottish Ministers to Abellio ScotRail Limited, is due to commence on 1 April 2015.

Transport Scotland was advised by DWF’s Construction, Infrastructure & Projects team led by partners Neil Amner, Martin Gallaher and Suzanne Moir. They were assisted by associates Carly Mason and Douglas McLachlan and by solicitors Lucy Davidson and Rachael Cooke. Specialist support on issues relating to Employment, Pensions, Branding and Rolling Stock aspects were provided by partners Paul Brown, Colin Greig, Colin Miller and Robin Steel respectively.

DWF partner Neil Amner said: “We are delighted to have advised Transport Scotland on the procurement strategy and contract terms for the new ScotRail franchise. We are looking forward to working with Transport Scotland during franchise mobilisation and handover to implement this project of national significance.”

Abellio ScotRail is to make a significant investment in providing an improved service, new rolling stock and superior facilities for passengers. Included in the new franchise, worth up to £7.7billion, are measures to make train travel more attractive across Scotland.
