Eversheds advises on Landmark Healthcare PPP in Ireland

26 May 2016

Eversheds was delighted to provide legal advice to the National Development Finance Agency, part of the National Treasury Management Agency, on the first healthcare public private partnership in Ireland for the provision of 14 primary care centres.  Construction will commence shortly with the first centres being delivered in mid-2017.

New facilities will be built in Dublin, as well as at locations in Galway, Kildare, Limerick, Mayo, Roscommon, Sligo, Waterford, Tipperary and Wexford.

PPP Co, the Prime Balfour Beatty consortium, was announced as preferred tenderer in 2015 for the 25-year PPP (design, build, finance and maintain) contract.  The European Investment Bank (EIB) will fund €70 million of the project debt through the European Fund for Strategic Investment and the project is one of the first PPPs in Europe to benefit from such funding. Commercial lenders are Talanx Asset Management and Bank of Tokyo-Mitsubishi.

Led by Eversheds projects partner, Angelyn Rowan, the Eversheds team worked to provide legal expertise on this complex contract.  Speaking about the closing of the deal, Angelyn Rowan said “Our team are very proud to have been involved in a project which is a first for the healthcare sector in Ireland and of significant importance to improving the delivery of community healthcare across the country.”
