Gowling WLG is pleased to welcome Jessica Foster as a partner in the firm’s Infrastructure & Construction Group, based in Toronto. A former Director in Infrastructure Ontario’s Transaction Legal department, Jessica pairs deep industry insight with a practical, results-driven approach in helping clients navigate major infrastructure projects, and the partnerships and agreements that underpin them.
At Infrastructure Ontario, Jessica advised on the procurement and implementation of major public infrastructure projects, utilizing both traditional and alternative delivery models across a variety of asset classes. During this time, she played a lead role in drafting and negotiating layered commercial and construction agreements–including public-private partnerships, design-build project agreements and consulting contracts–carefully balancing contractual outcomes and managing project risk.
“As P3 and construction contracting models evolve against a shifting economic and policy landscape, adaptability, collaboration and foresightedness will be critical themes for future project proponents,” said Benjamin Na, managing partner of Gowling WLG’s Toronto office. “Jessica’s nuanced understanding of this space will help empower our clients to anticipate risk, embrace opportunity and keep their goals on track.”
