Squire Patton Boggs has appointed Alexander Dolgov as a Partner in the Financial Services Practice Group in its Moscow office. Mr. Dolgov is an experienced and highly regarded projects and project finance lawyer with a specialization in public private partnership (PPP) and infrastructure projects. He joins from Hogan Lovells in Moscow, where he has led the office’s Infrastructure, Energy, Resources and Projects group since 2014, and arrives with a team of four lawyers.
Mr. Dolgov’s expertise covers PPP, project finance in the infrastructure and energy sectors, and real estate. He advises international and Russian banks, international financial institutions, state authorities at various levels, sponsors and borrowers. He has extensive experience in PPP and infrastructure projects, in sectors as diverse as rail and road transport, waste, energy, healthcare and education, and has worked on several of the most important and successful projects in the region, such as Central Ring Road concessions at the federal level and the first regional healthcare concessions in Podolsk and Balashikha and PPP for Hospital No. 40 in St. Petersburg. Mr. Dolgov advises on projects across Russia and CIS as well as other jurisdictions in Central Asia and the Caucasus where he and his team have collaborated with the European Bank for Reconstruction and Development to draft legislation and regulations implementing PPP.
After graduating with a Russian law degree in 2002 from the Moscow State Institute of International Relations, Mr. Dolgov worked in the Moscow and London offices of major international law firms and in 2007 was seconded to the Fixed Income Department, Securitised Products Group of Morgan Stanley in London. In 2004 he gained an LL.M. from Queen Mary and Westfield College, University of London, where he held a prestigious Chevening Scholarship. He headed the infrastructure and PPP practice at the Moscow office of Gide Loyrette Nouel from 2010 to 2014. Mr. Dolgov is the author of numerous articles and a regular speaker on infrastructure and PPP matters.
