Lindsay Kitzinger, who until recently was an Attorney Advisor in the Office of International Tax Counsel, within the U.S. Treasury's Office of Tax Policy, has rejoined Covington as a partner in its Tax Practice Group in Washington.

During her time at Treasury, Ms. Kitzinger was involved in the tax reform legislation that was enacted in December 2017, and the regulations implementing the most significant international tax provisions in that legislation. While at Treasury, Ms. Kitzinger provided technical guidance to Congress and the Joint Committee on Taxation with respect to the 2017 legislation, and subsequently developed and drafted proposed regulations providing guidance on its international tax provisions, including the transition tax and U.S. foreign tax credit.

In addition, Ms. Kitzinger also served as the main contact point within Treasury for international tax issues arising in the G7, G20, and other international fora, represented the U.S. at meetings of the OECD Committee on Fiscal Affairs, and dealt with issues relating to income tax treaties.
